A situaci\u00f3n, que ven dada por unha revisi\u00f3n catastral totalmente cuestionable, est\u00e1 a producir unha grande inquietude entre a poboaci\u00f3n, dadas as graves consecuencias para as econom\u00edas familiares.<\/p>\n\n\n\n<p>\u00c9 de salientar que o proceso de revisi\u00f3n, que se xestou desde o ano 2020 co silencio c\u00f3mplice do Concello, non se at\u00e9n ao procedemento previsto nas Normas urban\u00edsticas de Salceda para mudar a clasificaci\u00f3n de solo r\u00fastico a urbano. O seu \u00fanico fin \u00e9 acelerar e facilitar un proceso recadatorio que afecta unicamente aos barrios da parroquias; e ven acrecentar a inxustiza fiscal que existe dende hai anos en Salceda.<\/p>\n\n\n\n<p>As\u00ed, deste proceso quedou exclu\u00edda a zona urbana de Salceda; polo que medidas que se puxeron en marcha dende o Concello non solucionan o problema creado; entre outras a medida estrela, aprobada por unanimidade polo Pleno, de que no ano 2022 baixaran os recibos ven acrecentar a inxustiza fiscal, a respecto da veci\u00f1anza residente nas parroquias.<\/p>\n\n\n\n<p>Neste momento, mais que iniciar un novo PXOM, o asunto en cuesti\u00f3n \u00e9 a valoraci\u00f3n que se fai dos terreos dos n\u00facleos rurais. Cuestionase tanto a s\u00faa oportunidade (nun momento social e econ\u00f3mico como o actual) como a s\u00faa legalidade; xa que co procedemento de revisi\u00f3n pervertese ou obviase o que dispo\u00f1en as Normas de planeamento municipal, totalmente vixentes; de acordo co que establece a Lei do solo de Galiza, na<br><em>Disposici\u00f3n transitoria primeira. R\u00e9xime aplicable aos municipios con planeamento non adaptado e aos municipios sen planeamento \u2026.<\/em><\/p>\n\n\n\n<p><em>2. O planeamento aprobado definitivamente con anterioridade \u00e1 entrada en vigor desta lei e non adaptado \u00e1 Lei 9\/2002, do 30 de decembro, de ordenaci\u00f3n urban\u00edstica e pro\u00adtecci\u00f3n do medio rural de Galicia, <\/em><em><strong>conservar\u00e1 a s\u00faa vixencia<\/strong><\/em><em> ata a s\u00faa revisi\u00f3n ou adapta\u00adci\u00f3n a ela, consonte as seguintes regras:<\/em><\/p>\n\n\n\n<p><em><strong>c) Ao solo inclu\u00eddo no \u00e1mbito dos n\u00facleos rurais ou nas delimitaci\u00f3ns de solo non urbani\u00adzable de n\u00facleo rural, nas s\u00faas \u00e1reas de influencia ou tolerancia, aplicar\u00e1selle integramen\u00adte o disposto no planeamento respectivo<\/strong><\/em><em>, \u2026.<\/em><\/p>\n\n\n\n<p>Si non fora as\u00ed (manter vixente a normativa municipal) todas as licencias para edificaci\u00f3ns concedidas, como menos dende a entrada en vigor da actual Lei do solo de Galiza, no 2016; e mesmo anteriores, significar\u00eda que ser\u00edan ilegais. As\u00ed, neste momento, a soluci\u00f3n ao problema concreto que se crea coa revisi\u00f3n catastral non \u00e9 un PXOM novo; con independencia de que en relaci\u00f3n con outros aspectos se te\u00f1a que acometer a s\u00faa redacci\u00f3n.<\/p>\n\n\n\n<p>Por toda esta situaci\u00f3n existe unha reivindicaci\u00f3n xeral de anulaci\u00f3n da revisi\u00f3n catastral; e, con tal motivo, a petici\u00f3n de numerosas persoas afectadas, est\u00e1 en marcha a constituci\u00f3n dunha Plataforma Veci\u00f1al contra o Catastrazo co fin de anulalo, facilitar asesoramento e tramitar reclamaci\u00f3ns contra as liquidaci\u00f3ns e recibos ao cobro do IBI.<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>A novas valoraci\u00f3ns catastrais e as liquidaci\u00f3ns do Imposto de Bens Inmobles (IBI) leva a que a cidadan\u00eda salcedense est\u00e9 sometida neste ano 2021 a incrementos que superan o 200 e o 300 %, nos recibos da contribuci\u00f3n ao cobro.
